GEORGE TOWN: Ivory Properties Group Bhd was one of only four companies which submitted its request for proposal to the Penang Development Corporation (PDC) before Dec 31, 2010.
In revealing the names of the other bidders for the controversial land sale in Bayan Mutiara, Chief Minister Lim Guan Eng said Ivory Properties won the bid because it made the highest offer for the plot worth RM1.072 billion.
"When the tender was called in 2010, there were 37 parties that bought the tender documents for RM3,000 each.
"However, when the tender closed, only four tender proposals were received. They were Chia Tai Xing Ye Industrial Development Ltd; Ivory Properties Group Bhd; AG Pearl Sdn Bhd, which was disqualified due to nonsubmission of earnest deposit of RM1.2 million; and SP Setia Bhd," he said at his office yesterday.
"Ivory Properties proposed a payment of RM215 per square foot (psf) in five years and RM240 psf in eight years; SP Setia proposed RM180 psf in three years, RM210 psf in five years and RM225 in eight years; while Chia Tai Xing Ye proposed a payment of RM200 psf in five years.
"The state government made a further request to Ivory Properties for it to improve on the payment terms of RM240 psf over eight years to RM240 psf over five years, and it was accepted by Ivory, which also issued a statement on Saturday that it had acquired the deal over an open tender."
In providing the information, Lim asked if Umno Penang chairman Datuk Zainal Abidin Osman and Kota Belud MP Datuk Abdul Rahman Dahalan would bow out from politics, as they claimed.
"Will they fulfill their promise to retire from politics now that the Penang Pakatan Rakyat state government has proven beyond a shadow of a doubt that the sale of the 102.3 acres of Bayan Mutiara land was done by open competitive tender?"
On Feb 18, Lim said he was willing to retire from politics if Zainal Abidin and Abdul Rahman could prove the land sale was not made through open tender and challenged them to bow out if proven otherwise.
