GEORGE TOWN, Feb 16 (Bernama) -- The Road Transport Department (RTD) will
compel all used car dealers to adopt the temporary e-transfer of ownership
system to solve all issues concerning the transfer of vehicle ownership.
Transport Minister Datuk Seri Kong Cho Ha said the system was introduced in
December last year under the Malaysian Used Car Dealer Association''s initiative
to protect the interests of the consumers.
"We are now monitoring how the system works. It''s all in place and there is
a high possibility that used car dealers will be compelled to adopt the system
for all car ownership transfer transactions," he told reporters after opening
Batu Uban RTD''s new building here today.
At present, Kong said all used car dealers had been advised to adopt the
system to absolve previous owner from any issue pertaining to the car during the
transitional phase before it was sold to new owner.
The government decided to implement the temporary e-transfer of ownership
system last year after the RTD was deluged with complaints from the public who
had either sold or traded in their vehicles with used car dealers.

Under the system, all vehicle ownership transfer transactions must be
registered with the RTD with a fee of RM10 to enable the ownership of the
vehicle to be transferred to the used car dealers before the car is sold to the
new owner.
Meanwhile, Kong said the new double-storey building for Batu Uban RTD was
built on a 0.8-hectare site at a cost of RM9.376 million.
He said the building took 15 months to be completed and had been fully
operational since Jan 30 with 25 counters to facilitate the customers.
