1. First and foremost, on behalf of NCIA I am pleased to welcome all of you; and

heartfelt Selamat Datang or yokoso to our guests from Japan (Useful Person) and

Mr Chandran Nair, Managing Director National Instruments ASEAN, Sales and

Marketing, to this auspicious event.

2. The Northern Corridor Implementation Authority (NCIA), plays a vital role, in

ensuring, consistent and sustainable development of Koridor Utara. NCIA is the

regional enabler, facilitator and business partner, to the private sector, as

well as a friend to the community.

3. In the course of delivering our mandate, we help to catalyze business

activities in the North of Malaysia, through a variety of efforts. Recognizing

that each business is unique, and based on their specific needs, NCIA

facilitates private sector participation, by creating an enabling eco-system,

assisting in the coordination efforts with Government agencies, creating

linkages/networking with supporting institutions, matchmaking entrepreneur

support, enabling purpose-built facilities for businesses, and matching

education and human capital requirements.

4. We are proud to collaborate with Global Outreach Energy Sdn Bhd (“GOE”), a

local company involved in manufacturing, assembly, sale and distribution of

Solid State Lighting/Light Emitting Diodes (SSL/LED) products, particularly the

T8 and T12 LED Tube.

5. We are also excited to be working with National Instruments Inc (“NI”), a

world class R&D which focusing on manufacturing & supply chain, R&D, Global IT

and Global Finance, and Penang Skills Development Centre (“PSDC”) the provider

of facilities and support services.

6. The key differentiator for NCIA is our ability to engage investor, right from

pre-investment stage, as well as keeping close contact with them once investment

has landed into Koridor Utara.

Therefore Ladies & Gentlemen;

7. NCIA fully supports GOE, NI and PSDC in this initiative. This project has

gained the support of the Malaysian Investment Development Authority (MIDA) as

part of the main focus areas under the Economic Transformation Programme (ETP).

8. GOE, together with its Japanese partner, is making a substantial investment

of RM107.5 million and creating 2,304 jobs within the next 5 years in the

expansion of its production facility, R&D facility and through the purchase of

equipments for the purposes of increasing its production capacity to meet its

current orders, specifically from Japan. As the current operation capacity is

insufficient to support the demand that GOE has received for its SSL/LED

products, GOE is desirous to expand the operation and lease a 30,000 sq. ft

within Koridor Utara.

9. NCIA will help facilitate this endeavour via RM2 million to GOE through the

acquisition of equipment/machineries for GOE’s new production facility.

Ladies and Gentlemen,

10. National Instruments’ a world class R&D and operations will focus on

manufacturing and supply chain, R&D, Global IT and Global Finance. The new

314,000 sq. ft R&D and operations facility will be located on part of the

company’s 23 acres of land in Bayan Lepas, Penang.

11. With RM2.38 billion investments, NI will be creating 1,500 jobs

opportunities. NCIA will facilitate the NI prototyping lab, in collaboration

with NI and PSDC as project implementer and facilities and service provider. The

establishment of the prototyping lab will foster innovation and target engineers

keen to explore product design and commercialization. It will compliment the

existing EMC Test facility and the Radio Frequency Technology and wireless

systems and computer & embedded systems labs to support high value activities in

design and development in Koridor Utara. The lab is currently located at the

PSDC. NCIA through its initiatives and industry collaboration will help to grow

the E&E eco-system in Koridor Utara; and provide it with impetus to move up the

value chain.

Ladies and Gentlemen,

12. We believe that the roles that GOE Sdn Bhd, National Instruments; and PSDC

can play in transforming the E & E industry in Koridor Utara, through a

comprehensive range of services which cater to the needs of the industry, from

nurturing technology start-up incubators, quality support infrastructure, and

the provision of enabling facilities, for innovation and technology development.
