KUALA LUMPUR, 16 Mei — Pelantikan orang lama Umno termasuk bekas menteri besar Perlis Datuk Seri Shahidan Kassim dan Setiausaha Agung Umno Datuk Seri Tengku Adnan Tengku Mansor menunjukkan bekas perdana menteri Tun Dr Mahathir Mohamad masih berpengaruh, kata pemimpin Pakatan Rakyat (PR) hari ini.

Mereka mengatakan, sisa-sisa Mahathirisme juga akan menggagalkan usaha-usaha reformasi Perdana Menteri Datuk Seri Najib Razak.

“Anda tidak dapat melihat percubaan untuk berpisah dari masa lalu,” kata ahli strategi DAP Liew Chin Tong kepada The Malaysian Insider hari ini.

“Pelantikan Shahidan menguatkan lagi agenda Umno… tiada niat untuk melakukan reformasi,” tambah ahli Parlimen Kluang itu.

Shahidan dilantik sebagai menteri di Jabatan Perdana Menteri, sementara Tengku Adnan diberikan ganjaran sebagai Menteri Wilayah Persekutuan.

Umno mendapat 17 jawatan menteri dalam Kabinet 32 orang, kebanyakannya merupakan orang lama yang ditukarkan portfolio atau dikekalkan kecuali muka baru seperti Ketua Pemuda Umno Khairy Jamaluddin dan Setiausaha Barisan Nasional (BN) Sabah Datuk Abdul Rahman Dahlan.

Parti berasaskan Cina BN seperti MCA dan Gerakan tidak dilantik jawatan Kabinet akan tetapi sumber memberitahu The Malaysian Insider, Najib menyimpan dua kerusi untuk pemimpin MCA dalam pentadbirannya sebaik sahaja parti tersebut menjalani pemilihan dalaman dan mengubah pendirian untuk tidak bersama kerajaan disebabkan prestasi buruk dalam pilihan raya.

Pengarah Strategi PKR Rafizi Ramli mengatakan hari ini kekurangan wakil komuniti Cina dalam kerajaan akan menghalang reformasi yang bukan Melayu fikirkan penting seperti rasuah, polisi berdasarkan kaum dan pendidikan.

“Sebarang perbincangan terbuka dengan aspirasi bukan Melayu akan dilihat oleh orang kuat Umno sebagai ancaman kepada hak Melayu,” kata ahli Parlimen Pandan penggal pertama itu.

Najib mengatakan pada 2011 kuota Bumiputera perlu dimansuhkan akan tetapi menegaskan kerajaan perlu terus membantu bakat terbaik dalam komuniti itu untuk memastikan persekitaran perniagaan yang lebih kompetitif.

Beliau juga menegaskan, Model Ekonomi Baru (NEM) mempromosikan tindakan afirmatif akan tetapi lebih kepada meritokrasi, mengatakan, “Kita mesti mempromosikan hak Bumiputera”.

Pengkritik walau bagaimanapun menuduh Najib merosakkan NEM dengan mewujudkan agensi pro Bumiputera seperti Teraju dan gagal untuk menumpukan kepada tindakan afirmatif berdasarkan keperluan dan meritokrasi.

Rafizi juga menegaskan, semasa kempen Pilihan Raya 2013, Najib tidak berkempen tentang reformasi akan tetapi kempen perkauman.

“Kempen utama Umno dalam pilihan raya lalu adalah kempen perkauman,” katanya dan menambah tunjang BN itu cuba menakut-nakutkan pengundi Melayu PR akan memusnahkan hak Melayu jika mereka menguasai negara.

Pengarah Eksekutif Pusat Penyelidikan PAS, Dr Dzulkefly Ahmad memberitahu The Malaysian Insider “bayangan besar Tun Mahathir” berada dalam Kabinet ke 13.

“Kabinet ini adalah Kabinet Mahathir,” kata Dr Dzulkefly.

“Dia sentiasa disekat dan berhadapan dengan agenda Melayu Umno,” katanya, merujuk kepada Najib.

Dr Dzulkefly mengatakan kecuali Khairy yang memfokuskan untuk mempromosi “Middle Malaysia”, selebihnya adalah muka lama dan veteran Umno menguasai Kabinet.

“Kabinet ini tidak menarik langsung,” katanya.
