PUTRAJAYA, 10 Mei (Bernama) -- Sistem pengajian tinggi negara berjaya menduduki

tangga ke-27 terbaik dunia daripada 50 negara dengan skor keseluruhan sebanyak

52.4% dalam penarafan yang dikeluarkan U21 Ranking of National Higher Education

Systems 2013. Tahun 2013 juga melihat penambahan 2 buah negara iaitu Arab Saudi

dan Serbia. Pada tahun 2012, Malaysia menduduki tangga ke-36 terbaik dunia

daripada 48 negara dengan pencapaian skor keseluruhan sebanyak 50.5%.

Ranking ini adalah berdasarkan kajian oleh Institut Kajian Sosial dan Ekonomi

Gunaan, Universiti Melbourne, Australia. Keputusan tahun 2013 juga menunjukkan

Malaysia tersenarai di kedudukan kedua terbaik selepas Singapura (kedudukan ke-9

dengan skor keseluruhan 76.6%) di peringkat Asia Tenggara menerusi penarafan

ini.

U21 menilai sistem pengajian tinggi setiap negara melalui empat (4) elemen

pengukuran iaitu Sumber (resources), Persekitaran (environment), Jaringan dan

Hubungan Antarabangsa (connectivity) dan Keberhasilan (output).

Antara aspek yang dinilai bagi setiap kriteria adalah seperti berikut:

(a) Sumber (resources) (25%)

• Government expenditure on tertiary education institutions as a percentage

of GDP

• Total Expenditure on tertiary education institutions as a percentage of GDP

• Expenditure in tertiary education institutions for research and development

as a percentage of GDP.

• Expenditure in tertiary education institutions for research and development

per head of population at USD purchasing power prices.

(b) Persekitaran (environment) (20%)

• Proportion of female students in tertiary education.

• Proportion of academic staff in tertiary institutions that are female.

• Rating of data quality

• Diversity of Institutions – public, government dependent private and

independent private.

• Qualitative measure of the policy and regulatory environment

(c) Jaringan dan Hubungan Antarabangsa (connectivity) (15%)

• Proportion of international students in tertiary education

• Proportion of articles co-authored with international collaborators.

(d) Keberhasilan (output) (40%)

• Total articles produced by higher education institutions

• Total articles produced by higher education institutions per head of

population – Scopus database.

• A measure of the depth of good universities in a country – e.g number of

institutions listed in the top 500 in Shanghai Jiao Tong index divided by

country population.

• A measure of the research excellence of a nation’s best universities

• Enrolments in tertiary education as a percentage of the eligible

population.

• Percentage of the population aged over 24 with a tertiary qualification.

• Unemployment rates among tertiary educated aged 25-64 years compared with

unemployment rates for those with only upper-secondary or post-secondary

non-tertiary Education.

Pencapaian skor keseluruhan Malaysia bagi tahun 2013 adalah 52.4% (tahun 2012 –

skor 50.5%). Dalam kriteria Sumber (resources) yang melihat kepada perbelanjaan

dalam sektor pengajian tinggi, Malaysia mendapat skor 70.9% (berbanding 57.8%

bagi tahun 2012) mengatasi Australia, Korea, Jepun, United Kingdom dan Jerman.

Kriteria kedua iaitu Persekitaran (environment) memperlihatkan Malaysia mendapat

skor 87.2% (peningkatan daripada tahun 2012 di mana skor Malaysia adalah 86.7%)

mengatasi China, Kanada, Denmark, Jerman, Korea, Switzerland dan Chile. Malaysia

memperoleh markah yang tinggi kerana ia dibantu oleh faktor pelajar wanita (>60

peratus) yang ramai yang melanjutkan pengajian di IPT.

Dalam kriteria ketiga iaitu jaringan dan hubungan antarabangsa (connectivity)

yang melihat kepada jumlah pelajar antarabangsa di IPT tempatan dan penghasilan

jurnal secara kolaborasi dengan sarjana antarabangsa, Malaysia hanya mencatat

40.4% (peningkatan daripada tahun 2012 di mana skor Malaysia adalah 38.3%)

tetapi masih mengatasi Taiwan, Korea, China dan Greece. Kriteria terakhir iaitu

keberhasilan (output) , yang menilai hasil penyelidikan dan perkomersilan,

menyaksikan Malaysia sekadar mencatat 19.2% (namun meningkat daripada 15.4%

sahaja bagi tahun 2012).

KPT akan menyediakan satu Pelan Tindakan Pemantauan Ranking U21 bagi tahun

2014-2016. Di bawah Pelan Tindakan ini, beberapa sesi bengkel akan diadakan di

peringkat KPT dan JPT, di peringkat IPTA, di peringkat IPTS, di peringkat Kolej

Komuniti dan Politeknik. Tujuan bengkel adalah untuk:

7.1 mengumpul dan menyelaras data mengenai pengajian tinggi negara (MyMohes,

MyRa, SETARA, IFMS dll) selaras dengan keperluan Ranking U21;

7.2 mengemaskini data dalam public domain di peringkat KPT, JPT, IPTA, IPTS,

Politeknik dan Kolej Komuniti;

7.3 mengenal pasti kelemahan Malaysia dalam aspek Sumber (resources),

Persekitaran (environment), Jaringan dan Hubungan Antarangsa (connectivity) dan

keberhasilan (output); dan

7.4 menyediakan cadangan untuk mengatasi/mengurangkan kelemahan Malaysia dan

meningkatkan Ranking dalam U21.

Kementerian juga akan menubuhkan satu sekretariat khas untuk menjalinkan

hubungan dan kerjasama dengan Pasukan Penyelidik U21 serta lain-lain Badan

Antarabangsa seperti World Bank, Atlas Report, World Education Indicator (WEI),

UNESCO Institute of Statistics, OECD Report on Education yang menyediakan data

berkenaan pengajian tinggi negara.

Tidak dinafikan kedudukan Malaysia dalam ranking U21 tahun 2013 boleh

dibanggakan. Ranking ini juga membuktikan bahawa Kerajaan amat komited dalam

sektor pengajian tinggi dengan menyediakan bajet yang besar. Secara

keseluruhannya, Malaysia telah berjaya memperkukuhkan data dan maklumat untuk

penilaian Panel Penyelidik U21 berbanding tahun 2012. Komunikasi yang berterusan

antara Kementerian Pengajian Tinggi bersama pihak University of Melbourne dalam

penyediaan data dan maklumat yang terkini telah dapat memperkukuhkan kedudukan

Malaysia dalam penawaran pengajian tinggi di antara 50 negara di dunia. Namun

begitu, dalam keempat-empat kriteria yang diukur kriteria keberhasilan (output)

adalah kriteria yang perlu diberi perhatian penting jika Malaysia mahu

memperbaiki kedudukan di tahun-tahun akan datang.

KPT amat optimis bahawa kedudukan Malaysia dalam U21 Ranking of National Higher

Education Systems boleh diperbaiki. Perkembangan semasa seperti pemantapan APEX

University dan Universiti Penyelidikan, penubuhan COE dan Hi-COE, Program

Jangkauan Global, penubuhan EMGS, kelestarian IPTS, transformasi Politeknik,

pengukuhan R & D & C , Program Kebolehpasaran dan Kebolehdapatan Kerja graduan,

pemantapan program pengantarabangsaan, program mobiliti pelajar dan tenaga

pelajar dan lain-lain dapat memperlihatkan kesungguhan Malaysia untuk berada di

dalam kedudukan yang lebih baik serta mencapai keberhasilan pada tahap tinggi.
