Alasan polis peningkatan kes jenayah tembakan yang menggemparkan negara baru-baru ini akibat pergeseran antara kumpulan kongsi gelap, satu alasan yang tidak rasional menurut parti pembangkang DAP.

“Mereka patut jalankan siasatan dan menjadikan usaha memerangi jenayah sebagai satu keutamaan,” kata Setiausaha Publisiti Kebangsaan DAP, Tony Pua (gambar).

Beliau turut mempersoalkan apakah benar terdapat perang antara kongsi gelap seperti dijelaskan polis melibatkan bekas tahanan Akta Ordinan Darurat (EO).

“Polis tidak mengumumkan secara spesifik penglibatan bekas tahanan yang dibebaskan pada tahun lalu, lima tahun lalu atau lebih lama dari itu.

Pua memberi contoh kes ahli perniagaan yang keretanya dibom pada Isnin dan polis tidak mwmberi banyak maklumat tentang mangsa kejadian.

“Tanpa maklumat berkenaan, adalah terlalu awal membuat kesimpulan bekas tahanan EO yang terlibat dalam kes tersebut.”

Penganalisis jenayah, Profesor Madya P. Sundramoorthy dari Universiti Sains Malaysia (USM) turut sependapat dengan Pua.

“Ada yang berpendapat jenayah yang berlaku membabitkan krisis antara penjenayah namun hal ini tidak wajar berlaku dalam masyarakat,” kata Sundramoorthy yang menjelaskan kadar jenayah yang berlaku sebelum ini meningkat dengan ketara.

“Belum pernah berlaku kejadian tembakan yang berleluasa di Malaysia sejak zaman darurat menentang komunis. Bezanya komunis adalah satu ideologi dan kali ini kes jenayah.”

“Kami menyarankan agar pindaan undang-undang pencegahan dibuat bagi memastikan ia tidak disalahgunakan,” katanya.

Pegawai kanan polis dari Bukit Aman memberitahu The Malaysian Insider jenayah yang berlaku kebelakangan ini hanya membabitkan kumpulan samseng dan orang awam bukanlah sasarannya.

Pegawai itu menjelaskan hampir 2,000 penjenayah tegar yang dibebaskan tahun lalu terdiri daripada ketua kongsi gelap seperti Geng 04, 08 dan 36.

“Sebelum mereka ditahan, mereka mempunyai pendapatan lumayan, kereta mewah dan mempunyai banyak rumah. Semua itu tidak bermakna lagi apabila mereka ditahan.

“Kumpulan ini mempunyai kawasan jajahan masing-masing untuk memungut wang perlindungan dari perniagaan tempatan, menjalankan perniagaan kafe siber secara haram dan mengedar dadah,” katanya.

Sundramoorthy berkata satu kajian jenayah pernah dijalankan pihak kerajaan pada 2010 bagi mengenalpasti trend jenayah di antara 1977 dan 2009.

“Salah satu kesimpulan kajian itu ialah selagi EO tidak melanggar hak asasi manusia dan demokrasi, maka wajar undang-undang pencegahan bagi melindungi orang awam itu dikekalkan.

Sumber Bukit Aman itu menjelaskan apabila ketua penjenayah ditangkap, anak buah mereka mengambil peluang merampas kuasa pimpinan terdahulu.

Pemimpin baru pula menguatkan pengaruh dan kuasa dalam jajahan yang pernah "ditakluk" mereka.

“Selepas undang-undang pencegahan dimansuhkan, ketua yang lama mahu kembali ke posisi asal namun telah dirampas oleh anak buah mereka.

“Maka berlakulah perebutan kuasa diantara kedua orang atasan berkenaan,” jelas pegawai itu.

Sundramoorthy berkata isu berkenaan tetap mengancam keselamatan awam. Jelasnya, pergeseran kumpulan samseng berkenaan dikhuatiri bakal melibatkan mereka yang tidak berdosa. - 17 Ogos, 2013.
