Bukit Aman Tan Sri Zaman Khan Rahim Khan mendedahkan kumpulan kongsi gelap di

negara ini kini bersaing hebat sesama sendiri bagi menjadi taikun dadah di

sesebuah kawasan.

Beliau berkata `perang'' di antara kongsi-kongsi gelap itu, yang kini

mencetuskan kegusaran orang ramai ekoran penggunaan senjata api secara

berleluasa, berlaku kerana mereka mahu menakluk sesebuah kawasan bagi tujuan

pengedaran dadah selain menjadi pusat operasi mereka.

"Geng-geng ini berperang sekarang kerana mereka nak merebut kawasan, nak

jadi ''gabenor'' dadah...jadi mereka akan menghapuskan musuh-musuh mereka yang

cuba memasuki kawasan mereka dengan senjata api," katanya kepada Bernama di

sini, hari ini.

Menurutnya kebanyakan kongsi gelap yang aktif di negara ini telah dibekalkan

dengan senjata api oleh sindiket dadah antarabangsa, yang dipercayai turut

membekalkan pistol dan bom tangan kepada kumpulan itu.

Ditanya mengapa polis sukar membanteras kongsi-kongsi gelap itu, Zaman Khan

berkata sejak dahulu lagi, kekangan yang dihadapi polis ialah keengganan saksi

tampil memberikan maklumat kepada polis kerana bimbangkan keselamatan mereka.

ZAMAN KHAN-KONGSI GELAP 2 KUALA LUMPUR

Beliau berkata ada sesetengah kes, orang awam menjadi mangsa kekerasan

senjata api oleh kongsi gelap kerana mungkin dipercayai cuba menjadi ''hantu

polis'' (pemberi maklumat polis).

"Semasa saya jadi pengarah dahulu, perkara ini yang menjadi kekangan polis

untuk memerangi kongsi gelap kerana keengganan saksi untuk memberikan

maklumat. Jadi, polis perlu memikirkan kaedah untuk mendapatkan maklumat dengan

melindungi saksi-saksi ini," katanya.

Beliau turut mendedahkan kegiatan kongsi gelap bukan sahaja tertumpu kepada

pengedaran dadah, malah mereka meminta wang perlindungan daripada setiap premis

perniagaan yang dijalankan di `kawasan'' mereka.

Zaman Khan tidak menafikan bahawa selepas Akta Keselamatan Dalam Negeri

(ISA) dan Ordinan Darurat dimansuhkan, bekas-bekas tahanan jenayah berat

dipercayai menubuhkan geng mereka dan bergerak aktif meneruskan kegiatan lama

selain membalas dendam terhadap musuh-musuh mereka.

"Perkara ini perlu diperangi habis-habisan oleh pihak polis...ini untuk

mengelakkan rasa takut dalam kalangan rakyat," katanya.

ZAMAN KHAN-KONGSI GELAP 3 (AKHIR) KUALA LUMPUR

Minggu lepas, Kementerian Dalam Negeri mengumumkan sebanyak 49 kongsi

gelap dikesan menjalankan kegiatan memudaratkan ketenteraman awam seperti

sindiket pengedaran dadah, memeras ugut, membunuh, menimbulkan pergaduhan antara

pertubuhan kongsi gelap dan huru-hara.

Dalam Ops Cantas Khas yang bermula 17 Ogos lepas bagi membanteras kongsi

gelap dan individu terbabit jenayah berat di seluruh negara, PDRM

menangkap 4,777 orang dan merampas 136 kenderaan curi, lapan senjata api, satu

bom tangan, 54 peluru dan 133 senjata berbahaya.

Zaman Khan secara sinis juga menempelak sesetengah pihak yang mengkritik

tindakan polis menembak mati lima anggota kongsi gelap Geng ''04'' di Sungai

Nibong, Pulau Pinang pada 19 Ogos lepas.

Sambil mempertahankan tindakan Polis Pulau Pinang itu, beliau berkata pihak

berkuasa berbuat demikian setelah diancam dengan senjata api.
