Bekas perdana menteri Tun Dr Mahathir Mohamad berkata bekas anggota kabinetnya Tun Dr Ling Liong Sik tidak mampu menipu jemaah menteri.

Dr Mahathir ketika memberi keterangan semasa diperiksa peguam Ling, Wong Kian Kheong hari ini berkata, beliau mengenali bekas menteri pengangkutan itu sebagai seorang individu yang jujur.

Bagaimanapun, jawapan Dr Mahathir itu dipersoal oleh Timbalan Ketua pendakwa II Datuk Tun Abdul Majid Tun Hamzah yang bertanya bagaimana bekas PM itu mengetahui Ling tidak mampu menipu.

Hanya tertuduh yang akan mengetahui perkara seperti itu, kata Abdul Majid.

Bekas perdana menteri itu berkata beliau mengenali Ling selama 30 tahun ketika tertuduh menjadi presiden MCA.

Dr Mahathir yang menjadi saksi keempat pembelaan dalam perbicaraan membabitkan skandal Zon Bebas Pelabuhan Klang (PKFZ) berkata demikian ketika disoal Wong mengenai pendapat peribadinya terhadap Dr Ling. 

Dr Ling didakwa menipu kerajaan Malaysia apabila tidak mendedahkan kepada Jemaah Menteri fakta berkaitan kadar faedah sebanyak 7.5 peratus setahun adalah tambahan kepada harga pembelian tanah pajakan negeri 7324 Lot 67894 yang berasaskan RM25 skp (sekaki persegi) iaitu RM1,088,456,000 sedangkan beliau tahu Jabatan Penilaian dan Perkhidmatan Harta (JPPH), dalam menentukan nilai kadar RM25 skp, telah mengambil kira kadar kupon/faedah.

Dia juga didakwa atas dua lagi pertuduhan iaitu menipu dan sengaja tidak mendedahkan kepada Jemaah Menteri fakta berkaitan kadar faedah sebanyak 7.5 peratus setahun adalah kadar faedah tambahan kepada harga pembelian tanah pajakan 7324 Lot 67894 berasaskan RM25 skp iaitu RM1,088,456,000.

    

Bekas Menteri Pengangkutan selama 17 tahun mulai 1986 itu didakwa melakukan semua kesalahan itu di tingkat 4, Pejabat Perdana Menteri, Bangunan Perdana Putra, Putrajaya antara 25 September dan 6 November 2002. [Baca berita penuh]

Sementara itu, Bernama melaporkan, sebelum soalan tersebut dikemukakan, suasana prosiding agak tegang apabila Tun Abdul Majid membuat bantahan terhadap soalan Wong sama ada Ling 'mampu menipu'.

    

Tun Abdul Majid dengan nada suara yang kuat berkata "siapa tahu dia (Dr ing) mampu atau tidak tetapi beliau (Dr Ling) tahu" sambil menunjuk ke arah Dr Ling yang berada di dalam kandang tertuduh.

    

Bantahan Tun Abdul Majid itu mengejutkan orang ramai yang berada di dalam mahkamah dan ada di antaranya mula bersuara dengan kuat hingga Hakim Datuk Ahmadi Asnawi memberi isyarat supaya mereka diam.

    

Sementara itu, di awal prosiding Dr Mahathir ditunjukkan dua nota ringkasan bertarikh 29 Oktober 2002 berhubung pengambilan balik tanah di Pulau Indah dan Dr Mahathir menyatakan bahawa tiada seorangpun daripada pegawai Kementerian Kewangan membuat aduan terdapat kesilapan dan mengelirukan dalam dokumen tersebut.

    

Beliau berkata pada kebiasaannya beliau akan berbincang dengan para pegawai sebelum mesyuarat kabinet.

    

Ditanya sama ada beliau pernah membuat laporan polis berhubung dua nota tersebut (terdapat penipuan fakta), Dr Mahathir berkata: "Tidak."

    

Tambahnya, menteri kabinet juga tidak membuat sebarang aduan bahawa mereka ditipu dan dikelirukan menerusi dokumen tersebut.

    

Dr Mahathir juga berkata berdasarkan dokumen itu juga Penasihat Khas beliau Tan Sri Ali Abu Hassan membuat kajian dan menyatakan bahawa projek PKFZ adalah berdaya maju, bersetuju supaya tanah diperoleh mengikut terma-terma yang di antaranya berdasarkan kaedah 'sedia membeli dan sedia menjual', harga tanah sebanyak RM25 sekaki persegi (skp) dan tempoh bayaran balik tertangguh selama 15 tahun.

    

Katanya, pada kebiasaan Ali akan membuat laporan kepadanya mengenai cadangan sesuatu projek tetapi beliau tidak ingat sama ada Ali pernah membuat sebarang aduan terdapat kesilapan di dalam projek PKFZ ataupun tidak.

    

Sepertimana dalam prosiding semalam, Dr Mahathir sekali lagi menegaskan bahawa pada 2 Oktober 2002 kabinet memutuskan kadar pembelian tanah adalah sebanyak RM25 skp dan kaedah pembayaran balik berdasarkan 'bayaran tertunda' selama 15 tahun.

    

Beliau juga menyatakan kadar RM25 skp itu adalah tidak termasuk faedah kerana ia adalah harga bagi kaedah pembayaran tunai.

    

Katanya, jumlah keseluruhan pembelian tanah sebanyak RM1.088 juta juga adalah tidak termasuk faedah.   

Dr Mahathir berkata sepanjang membincangkan projek itu tiada seorangpun daripada menteri kabinet membuat aduan bahawa harga tersebut adalah terlalu tinggi dan keputusan yang dicapai dalam kabinet adalah 'secara kolektif dan sebulat suara'.
