SHAH ALAM, 25 Feb (Bernama) -- Manifesto Pakatan Rakyat bagi pilihan raya

umum akan datang sekali pandang nampak menarik tetapi timbul keraguan apakah ia

sekadar janji manis di bibir dan benar-benar mampu dijadikan realiti.

Pada masa sama, sebahagian janji yang terkandung dalam manifesto yang

dilancarkan di sini oleh Parti Keadilan Rakyat (PKR), DAP dan PAS, sebenarnya

merupakan usaha yang sedang dilaksanakan pentadbiran Perdana Menteri Datuk Seri

Najib Tun Razak ke arah menjadikan Malaysia sebuah ekonomi berpendapatan tinggi.

Pelbagai tawaran insentif disenaraikan dalam manifesto itu tetapi tidak

dinyatakan dengan terperinci bagaimana segala peruntukan dan janji yang

ditaburkan itu akan ditunaikan.

Wartawan yang membuat liputan pelancaran manifesto itu cuba mendapatkan

jawapan daripada Ketua Pembangkang Datuk Seri Anwar Ibrahim tetapi jawapan

diberi adalah apa yang seringkali diucapkan sebelum ini.

Anwar seperti biasa cuba mengelak daripada memberi jawapan secara tepat,

sebaliknya menimbulkan dakwaan ketirisan, pemborosan dan rasuah.

MANIFESTO-PAKATAN 2 SHAH ALAM

Tanpa menyatakan agenda terperinci bagi memperoleh sumber kewangan,

manifesto Pakatan itu dengan mudah membuat tawaran bahawa setiap keluarga di

Malaysia akan membawa pulang pendapatan isi rumah minimum RM4,000 sebulan

selepas penggal pertama (lima tahun) pemerintahan Pakatan Rakyat di Putrajaya.

Pakatan Rakyat juga mendakwa mampu memperkenalkan gaji minimum RM1,100

sebulan untuk para pekerja dan Tabung Permudah Pelaksanaan Gaji Minimum

berjumlah RM2 bilion akan ditubuhkan bagi memberi insentif dan geran pelaksanaan

bagi syarikat yang layak.

Bagaimanapun, Pengerusi Sekretariat Orang Muda Selangor Budiman Mohd Zohdi

berkata dalam konteks gaji minimum pun tidak dapat dilaksanakan sepenuhnya di

Selangor, hanya pekerja syarikat berkaitan kerajaan negeri (GLC) sahaja yang

dapat menikmati gaji minimum RM1,500 sebulan.

Beliau juga berkata Pakatan Rakyat janganlah membuat janji bersyarat setelah

sepenggal memerintah baru hendak memastikan pendapatan isi rumah minimum RM4,000

sebulan.

Pengerusi Gagasan Anti Penyelewengan Selangor (GAPS) Hamidzon Khairuddin

pula berkata dalam lima tahun kerajaan negeri tidak mampu untuk memberi RM500

tunai kepada golongan yang memerlukan apatah lagi untuk memastikan pendapatan

bulanan rakyat naik sehingga RM4,000.

MANIFESTO-PAKATAN RAKYAT 3 SHAH ALAM

Katanya Barisan Nasional (BN) menunjukkan kesungguhan membela keluarga yang

pendapatan isi rumahnya di bawah RM3,000 sebulan dengan pemberian Bantuan Rakyat

1Malaysia (BR1M) di seluruh negara.

Tambahan pula katanya BR1M bukanlah manifesto BN bagi pilihan raya umum

ke-12 pada tahun 2008.

Hamidzon berkata Pakatan Rakyat sepatutnya menilai manifesto PRU-12 mereka

terlebih dahulu sebelum melancarkan pilihan raya PRU-13, kerana dakwa beliau, 80

peratus daripada manifesto pilihan raya 2008 masih tidak ditunaikan.

"Oleh itu GAPS mendesak 80 peratus janji yang tidak ditunaikan di Selangor

dilaksanakan dalam tempoh satu bulan sebelum dewan undangan negeri dibubarkan,"

katanya.

Budiman, Hamidzon dan Koordinator BN Selangor Datuk Mohd Zin Mohamed

sependapat bahawa rakyat perlu rasional dalam menilai manifesto Pakatan Rakyat

kerana mereka perlu ingat Menteri Besar Selangor Tan Sri Abdul Khalid Ibrahim

pernah berkata manifesto bukanlah janji.

MANIFESTO-PAKATAN RAKYAT 4 (AKHIR) SHAH ALAM

"Jadi rakyat harus menilai agenda tersirat di sebalik manifesto PRU-13

pakatan pembangkang meskipun mereka menawarkan pelbagai perkara yang dilihat

secara kasarnya menarik perhatian seperti menurunkan harga minyak, menghapuskan

tol, menghapuskan Perbadanan Tabung Pendidikan Tinggi dan memberi pendidikan

tinggi percuma dan sebagainya," kata Mohd Zin ketika dihubungi di sini hari ini.

Bagaimanapun apabila dilihat manifesto PRU-13 pakatan pembangkang, tidak

nampak usaha parti itu untuk menambah sumber pendapatan negara, sebaliknya hanya

menekankan kepada soal perbelanjaan semata-mata, dengan memperkenalkan pelbagai

tawaran tertentu yang bersifat populis.

"Jika di Selangor mereka janji tidak laksanakan manifesto apatah lagi

menganggapnya sebagai bukan janji, bagaimana pula keadaannya jika mereka

memerintah negara," katanya.
