Tindakan kerajaan membebaskan Menteri Besar Negeri Sembilan, Datuk Seri Mohamad Hasan yang menghantar RM10 juta wang secara haram tetapi bertindak ke atas pengurup wang yang menghantar wang itu menimbulkan kemarahan ahli parlimen pembangkang.

Alasan yang diberikan kerajaan adalah Mohamad dibebaskan kerana wang itu bukan dari sumber rasuah menjengkelkan ahli Parlimen Seremban, Loke Siew Foke atau lebih dikenali Anthony Loke.

"Kami tidak tanya dari mana wang ini. Ini isu lain. Tetapi fakta dia menghantar wang secara haram adalah salah," katanya dalam sidang medianya di lobi Parlimen hari ini.

Menteri di Jabatan Perdana Menteri Nancy Shukri hari ini berkata, walaupun didakwa menghantar RM10 juta keluar negara secara haram namun tindakan tidak diambil ke atas Mohamad kerana tidak ada elemen rasuah.

Beliau berkata demikian dalam jawapan bertulis kepada Loke yang bertanya nasib menteri besar itu selepas membuat penghantaran wang melalui pengurup wang ke London.

Mohamad dilaporkan menggunakan khidmat pengurup wang – Salamath Ali Money Changer Sdn Bhd – untuk menghantar RM10 juta pada bulan Mac 2008 lalu.

Nancy mendedahkan, Jabatan Peguam Negara telah mengkaji kes yang disiasat oleh Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) dan telah mengambil keputusan tidak mendakwa Mohamad selepas mendapati wang itu bukan dari rasuah.

"Pejabat Peguam Negara mendapati adalah lebih baik tindakan diambil ke atas pengurup wang itu," kata Nancy.

"Tindakan yang sama juga diambil ke atas pengurup wang yang lain dan lesen mereka telah ditarik balik selepas didenda," kata Nancy.

Bagaimanapun, Loke mempertikaikan dari mana punca wang ini tidak penting. Yang jelas salah adalah memindahkan wang keluar negara menggunakan pengurup wang yang bertentangan dengan Akta Pengurup Wang 1998.

Mohamad yang dilantik menjadi menteri besar pada tahun 2004 telah disiasat oleh Bank Negara kerana telah memindahkan wang sebanyak RM10 juta ke London melalui Salamath Ali.

Tindakan Mohamad itu terdedah apabila Bank Negara membuat siasatan besar-besaran terhadap kegiatan penghantaran wang India Muslim melalui sistem yang dinamakan Hawala – dimana pihak berkuasa kewangan dan juga Pertubuhan Bangsa-bangsa Bersatu mendapati ia dijadikan saluran untuk pemindahan wang untuk pengganas antarabangsa dan penjenayah.

Bank Negara pada tahun 2009 menyatakan Salamath Ali telah melanggar Seksyen 30 Akta Pengurup Wang 1998 dan lesennya telah ditarik balik pada 26 Oktober 2009 dan sejak itu penyiasatan ke atas pengurup wang telah dimulakan.

"Apabila penyiasatan selesai, Bank Negara akan menyerahkan kes ini kepada Peguam Negara," katanya.

Di Malaysia, hanya bank dan agen penghantaran wang yang sah sahaja diberikan lesen untuk menghantar wang keluar negara. Wang yang dihantar melalui badan berlesen ini akan direkodkan dan dikawalselia oleh Bank Negara. – 18 November, 2013.
