Putrajaya hari ini mengumumkan langkah untuk menaikkan minyak petrol RON95 dan diesel kepada 20 sen seliter.

Perdana Menteri Datuk Seri Najib Razak yang juga merupakan Menteri Kewangan berkata, kenaikkan tersebut akan berkuatkuasa mulai tengah malam ini.

"Selepas berbincang, saya mengumumkan kenaikkan RON95 sebanyak 20 sen seliter," kata Najib.

Pada ketika ini, harga seliter RON95 adalah RM1.90 seliter dan diesel pula RM1.80 seliter.

Menurut Najib lagi, kerajaan ketika ini menanggung subsidi sebanyak sebanyak 83 sen seliter bagi RON95 dan RM1.00 seliter bagi diesel, serta menegaskan kerajaan masih lagi memberi subsidi yang banyak kepada rakyat.

"Pengurangan subsidi sebanyak 20 sen ini bermakna kerajaan masih memberi subsidi sebanyak 63 sen seliter bagi RON95 dan 80 sen seliter untuk diesel," kata Najib selepas selesai mempengerusikan mesyuarat Jawatankuasa Dasar Fiskal (FPC) di Pejabat Perdana Menteri.

Kali terakhir minyak petrol RON95 dan diesel adalah naik pada tahun 2010, dimana mengalami kenaikkan sebanyak 5 sen seliter.

Beliau juga menegaskan langkah tersebut bagi memastikan sasaran kerajaan untuk mencapai defisit fiskal dalam lingkungan 3% berbanding Keluaran Dalam Negara Kasar (KDNK) pada tahun 2015 dan bajet berimbang menjelang tahun 2020.

"Melalui penilaian FPC, persekitaran luar didapati semakin mencabar. Lebihan akaun semasa imbangan pembayaran (BOP) yang sederhana disamping defisit fiskal yang berterusan boleh mendatangkan risiko jangka sederhana kepada ekonomi.

"Oleh itu, langkah mengukuhkan kedudukan fiskal adalah penting untuk mengekalkan daya tahan ekonomi dan meningkatkan lagi keyakinan rakyat dan pelabur," kata beliau lagi.

Malaysia telah mengalami defisit fiskal selama 15 tahun berturut-turut, malah agensi penarafan global Fitch Ratings baru-baru ini juga meletakkan Malaysia pada kedudukan negatif ekoran hutang negara meningkat kepada 53.3 peratus dalam KDNK pada penghujung tahun 2012 daripada 51.6 peratus pada hujung tahun 2011 dan 39.8 peratus pada hujung 2008.

Beliau turut memberikan alasan langkah pengurangan subsidi tersebut diambil bertujuan untuk memastikan ia sampai kepada kelompok sasaran memandangkan subsidi ketika ini dinikmati oleh semua lapisan masyarakat termasuklah mereka dikalangan berpendapatan tinggi dan rakyat asing.

"Kita perlu melaksanakan sistem subsidi yang lebih mensasarkan golongan yang memerlukan dan mudah terjejas," ujar Najib lagi yang menyatakan kerajaan ketika ini terpaksa menanggung subsidi bahan api sebanyak RM24.8 bilion untuk tahun ini.

Bagi memastikan kelompok yang lebih memerlukan ini menikmati subsidi, Najib juga mengumumkan pentadbirannya berjanji akan meningkatkan pemberian wang tunai Bantuan Rakyat 1Malaysia yang akan diumumkan semasa pembentangan belanjawan 2014 nanti.

"Kerajaan akan meningkatkan pemberian BR1M dalam Bajet 2014 dimana jumlahnya akan diumumkan dalam ucapan Bajet," tambahnya lagi.

Selain itu, Najib juga berkata kerajaan akan menyemak semula pelaksaan projek-projek sektor awam bagi menangani lebihan akaun semasa yang semakin berkurangan.

"Projek-projek yang mempunyai kandungan import yang rendah dan kesan pengganda yang tinggi akan diberi keutamaan bagi memastikan pertumbuhan ekonomi tidak terjejas.

"Manakala pelaksanaan projek yang mempunyai kandungan import yang tinggi akan disusun mengikut jadual yang sewajarnya supaya tidak mendatangkan kesan negatif kepada imbangan pembayaran," katanya lagi.

Bagaimanapun, Najib menegaskan projek Mass Rapid Transit (MRT) tetap akan diteruskan, namun projek Southern Corridor High Speed Rail (HSR) pula masih dalam rundingan.

Najib menegaskan kesemua langkah yang beliau umumkan hari ini adalah demi memastikan Malaysia dapat berhadapan dengan situasi ekonomi semasa dan global yang semakin mencabar.

"Pelaksanaan semua langkah tersebut bukan sahaja untuk menangani cabaran semasa terhadap ekonomi dan kedudukan kewangan kerajaan tetapi ia juga akan mengukuhkan kemampanan fiskal negara dalam jangka masa sederhana dan panjang," tambahnya lagi.

Defisit fiskal negara melebar kepada RM14.9 bilion pada tahun ini, disamping penurunan mendadak lebihan akaun semasa kepada RM2.6 bilion dalam suku kedua tahun ini.

Najib yang bakal berhadapan cabaran kepimpinan menjelang pemilihan parti Oktober ini, menimbulkan ketidaktentuan janjinya untuk mengurangkan defisit sebanyak 4.5 peratus daripada KDNK, Malaysia antara negara yang mempunyai hutang tertinggi di Asia.- 2 September, 2013.
