PETALING JAYA, 30 April — Kewujudan 60,673 kad pengenalan (IC) bermasalah didaftarkan di Sabah, seperti yang didedahkan dalam Suruhanjaya Siasatan Diraja (RCI) untuk “Projek IC” masih terdapat dalam daftar pemilih, kata pemantau pilihan raya Malaysian Electoral Roll Analysis Project (MERAP) hari ini.

Kebanyakkan pengundi ini didaftarkan dengan alamat tidak lengkap, di bawah jantina berlainan atau tarikh lahir berbeza atau di negeri yang mereka tidak dilahirkan, dengan contoh pelbagai orang didaftarkan di bawah satu IC, pembantu penyelidikan MERAP hari ini.

“Perlu ada beberapa tindakan asas diambil untuk membetulkan daftar pemilih,” kata Lee Wee Tak di sini, walaupun dia mengakui tiada apa yang boleh dilakukan untuk pilihan raya 5 Mei ini kerana daftar pemilih telah diwartakan.

Lebih kurang 80 peratus daripada 60,653 pengundi didaftarkan dengan alamat tidak lengkap, 44 daripada mereka di bawah jantina berlainan, 193 di bawah tahun lahir berbeza dan 123 di negeri yang mereka tidak dilahirkan, kata pembantu penyelidikan MERAP Lee Wee Tak hari ini.

Beliau juga mendedahkan terdapat 84 kes pertindihan IC, dan dalam 29 kes-kes ini IC dikongsi antara dua orang.

“Perlu ada beberapa tindakan asas diambil untuk membetulkan daftar pemilih,” katanya, walaupun dia mengakui tiada apa yang boleh dilakukan untuk pilihan raya 5 Mei ini kerana daftar pemilih telah diwartakan.

Beliau mengatakan pendaftaran tertinggi berlaku diantara 1990 hingga 1993 apabila Sabah diperintah oleh parti pembangkang Parti Bersatu Sabah (PBS).

Beliau juga mengatakan majoriti daripada pengundi bermasalah boleh ditemui di kawasan Parlimen Silam.

Beliau juga mendakwa komposisi kaum daripada 60,653 pengundi berdaftar adalah konsisten dengan pengakuan seorang bekas kakitangan Jabatan Pendaftaran Negara Sabah (JPN) yang mengatakan tujuan “Projek IC” adalah untuk meningkatkan bilangan pengundi Islam di Sabah bagi memastikan mereka mengundi untuk Umno.

“Jika kamu lihat komposisi kaum pengundi, sebahagian besar mereka adalah Bugis, Bajau dan Melayu. Walau bagaimanapun, anda tahu di Sabah majoriti paling besar adalah Kadazan Dusun dan mereka tidak cukup diwakili di bawah dengan hanya 494 pendaftaran,” katanya.

Syed Ibrahim Syed Noh, ahli jawatankuasa penaja Pematau yang turut hadir mengatakan mana-mana parti - menubuhkan kerajaan baru harus memulakan pembersihan daftar pemilih selepas pilihan raya umum 5 Mei.

“Ia adalah sesuatu yang memerlukan kajian lanjut tetapi saya ingin mengatakan banyak kumpulan pemerhati pilihan raya telah menyebut kita perlu melakukan semula daftar pemilih bagi semua pengundi,” katanya.

Pemantau adalah sebuah payung organisasi pemerhati pilihan raya terdiri daripada Bersih, Rakyat Malaysia untuk Pilihan Raya Bebas dan Adil (Mafrel), dan Pusat Komunikasi Popular Malaysia untuk Hak Asasi Manusia (Komas).
