Lahad Datu awal Februari lepas tiada kaitan dengan prosiding Suruhanjaya

Siasatan Diraja (RCI) bagi menyiasat pendatang tanpa izin di Sabah, kata

Pesuruhjaya Polis Sabah Datuk Hamza Taib.

Beliau berkata polis membuat pertemuan dengan penceroboh dan perkara itu

tidak ada kaitan dengan RCI.

"Kita telah mengenal pasti mengapa mereka mendarat di Lahad Datu. RCI

bukan punca kejadian ceroboh itu," katanya menjawab soalan anggota panel

Suruhanjaya bekas Naib Canselor Universiti Malaysia Sabah Professor Datuk Seri

Dr Kamaruzaman Ampon.

Hamza juga berkata pencerobohan itu merupakan contoh kebanjiran pendatang

asing ke Sabah boleh mengancam keselamatan di negeri itu kerana mereka yang

terlibat mendapat sokongan rakan senegara yang mempunyai ikatan kekeluargaan

atau kenalan yang bermastautin Sabah.

SURUHANJAYA-PENDATANG 2 KOTA KINABALU

Menjawab soalan bekas Ketua Polis Kuala Lumpur Datuk Henry Chin Poy Wu,

Hamza berkata ancaman keselamatan negara bukan sahaja berpunca daripada

pendatang asing malah warga tempatan.

"Penceroboh ini juga dapat masuk ke negara ini kerana mendapat sokongan

daripada rakyat tempatan, tetapi yang terlibat itu tidak ramai," katanya ketika

menjawab soalan bekas Timbalan Ketua Menteri dan bekas Peguam Besar Sabah Tan

Sri Herman J.Luping

Hamza, yang dilantik ke jawatan tertinggi polis di Sabah pada 2010, juga

menafikan penceroboh dapat masuk ke negeri ini kerana mereka memiliki kad

pengenalan.

"Saya terlibat dalam kes pencerobohan Lahad Datu ini sejak dari awal lagi.

Saya yakin 100 peratus bahawa penceroboh orang Suluk itu adalah pendatang tanpa

izin, mereka tidak mempunyai kad pengenalan," katanya sambil menambah penceroboh

sudah ditahan mengikut Akta Kesalahan Keselamatan (Langkah-Langkah Khas) 2012

(Sosma) serta didakwa di mahkamah.

Menjawab soalan peguam pemerhati dari Persatuan Undang-Undang Sabah Datuk

John Sikayun, Hamza berkata beliau tidak boleh memberi jawapan sama ada

pencerobohan di Sabah akan berlaku lagi.

SURUHGANJAYA-PENDATANG 3 KOTA KINABALU

Bagaimanapun, pegawai polis itu yakin penubuhan ESSCOM mampu mencegah

kemasukan pendatang tanpa izin sejajar matlamat penubuhannya bagi memastikan

kesejahteraan dan keselamatan rakyat Sabah.

Kepada soalan pegawai pengendali Manoj Kurup, Hamza berkata Indeks Jenayah

melibatkan warga asing di Sabah kurang daripada 30 peratus sejak tahun 2000

hingga 2011.

Beliau berkata situasi itu pada pandangannya adalah tidak membimbangkan.

"Kalau kita lihat peratus indeks jenayah yang dilakukan pendatang tanpa izin

ialah antara 20 hingga 25 peratus, ia tidak mencecah 30 peratus," katanya.

Hamza juga tidak bersetuju dengan cadangan Manoj bahawa peratusan jenayah

yang dilakukan warga asing dan warga tempatan adalah sama, iaitu 50-50.

"Sebagai contoh, bagi Januari hingga Disember 2000, jumlah tangkapan ialah

1,258 dan yang melibatkan warga Filipina ialah 151 orang , Indonesia 153 orang

manakala 934 warga tempatan," katanya.

SURUHANJAYA-PENDATANG 4 (AKHIR) KOTA KINABALU

Beliau berkata bagi menangani masalah pendatang tanpa izin, polis Sabah yang

berkekuatan lebih 6,000 anggota menjalankan pelbagai operasi selain bekerjasama

dengan pihak berkuasa lain seperti Jabatan Imigresen bagi kesalahan melibatkan

dokumen perjalanan.

Ditanya pengerusi Suruhanjaya itu, Tan Sri Steve Shim Lip Kiong yang bekas

Hakim Besar Sabah dan Sarawak sama ada polis mempunyai logistik dan anggota yang

mencukupi dalam menangani jenayah oleh pendatang tanpa izin, Hamzah mejawab

''setakat ini cukup''.

Pada peringkat ini, Manoj dengan nada bergurau berkata "jika anda ingin

meminta jumlah anggota polis ditambah, inilah masanya".

Menjawab soalan John, saksi itu berkata jika polis mendapati pendatang

tanpa izin yang ditahan memiliki kad pengenalan yang meragukan, mereka akan

merujuk perkara itu kepada pihak berkuasa lain seperti Jabatan Imigresen.
