KUALA LUMPUR, 26 Nov (Bernama) -- Persepsi berkaitan rasuah yang "melampau" tidak mencerminkan realiti Malaysia yang terus berkembang mantap di bidang sosial dan ekonomi.

Felo kanan Institut Hal Ehwal Demokrasi dan Ekonomi (IDEAS) Anis Yusal Yusoff berkata Malaysia mencatat prestasi baik dari segi penerimaan pelaburan asing dan daripada usahawan tempatan, yang seterusnya menghasilkan pertumbuhan kukuh ekonomi dan kadar pembangunan yang tinggi.

Katanya walaupun Indeks Persepsi Rasuah (CPI) Malaysia mencatat mata 4.3 dalam Laporan Transparency International 2011, kadar pertumbuhan negara ini sentiasa cergas sejak 12 tahun lepas, dengan purata pertumbuhan 4.8 peratus dari tahun ke tahun.

"Kaji selidik ringkas kami mendapati Malaysia tidak akan mencapai kadar pelaburan, kadar pertumbuhan dan kadar pembangunan insan yang dinikmatinya sekarang sekiranya negara ini begitu teruk daripada segi rasuah seperti yang digambarkan," kata beliau dalam kertas kerja bertajuk "Membanteras Rasuah: Memahami Inisiatif Pencegahan Rasuah di Malaysia".

Kertas kerja setebal 72 muka surat itu dibentangkan pada forum bertajuk "Membasmi Rasuah: Sejauh Mana Kejayaan Kita?" yang dirasmikan penutupannya oleh bekas perdana menteri Tun Abdullah Ahmad Badawi di Akademi Suruhanjaya Pencegahan Rasuah di sini hari ini.

Anis Yusal berkata Malaysia mengalami pemulihan pantas pada 2010, dengan kadar pertumbuhan suku keduanya mencecah lebih 10 peratus.

Katanya Malaysia juga menarik jumlah pelaburan langsung asing (FDI) pada kadar kukuh.

"Kadar pelaburan lebih banyak dikaitkan dengan tanggapan tentang rasuah, berbanding dengan petunjuk ekonomi lain dan selalunya, orang akan menjangka bahawa peningkatan kadar amalan rasuah akan menyekat kemasukan FDI," katanya.

Beliau berkata mata CPI itu menunjukkan peningkatan kadar kesedaran yang mungkin wujud di kalangan orang ramai dan kesedaran mereka tentang kesan negatif rasuah terhadap masyarakat dan ekonomi.

"Dari satu segi, trend ini adalah positif. Memang sesuatu yang menggembirakan apabila melihat orang ramai semakin memberi tumpuan terhadap isu penting ini dan mahukan kerajaan meningkatkan kebertanggungajwabannya," kata beliau.

Beliau berkata ada kemungkinan bahawa peningkatan persepsi orang ramai terhadap rasuah berpunca daripada kempen ahli politik yang menuduh pihak lain lebih teruk mengamalkan rasuah berbanding keadaan sebenar.
