Sistem pendidikan Malaysia kini menduduki tangga kedua terkebelakang di kalangan negara-negara Asia Tenggara menurut penarafan Program Penilaian Pelajar Antarabangsa (PISA), kata Pengarah Strategi PKR, Rafizi Ramli.

Menurutnya, kedudukan Malaysia yang corot di belakang Vietnam tidak dapat diterima kerana negara itu pernah melalui zaman perang dan ekonominya jauh lebih mundur berbanding Malaysia.

"Bukan sahaja Malaysia jauh ketinggalan dengan Singapura yang menduduki tangga kedua pencapaian di seluruh dunia, kini kita dikejutkan dengan peningkatan mendadak sekolah-sekolah di Vietnam yang mengatasi prestasi sekolah-sekolah di negara maju dan Eropah.

"Dalam tahun 2012, Vietnam berjaya memasuki tangga 10 negara teratas dalam mata pelajaran sains dengan menduduki tangga 8 mengatasi Amerika Syarikat, United Kingdom dan negara-negara Eropah lain," kata Rafizi ( gambar atas, kedudukan tengah ) dalam kenyataannya.

Menurut Rafizi, PISA adalah sebuah program penarafan mutu pendidikan di sekolah-sekolah yang dikendalikan oleh Pertubuhan Pembangunan dan Kerjasama Ekonomi (OECD) bagi pelajar-pelajar 15 tahun yang melibatkan negara-negara dari seluruh dunia.

Ia menguji kemampuan dan penguasaan pelajar dalam tiga bidang utama iaitu membaca, matematik dan sains.

Ubah sukatan pelajaran

Dalam penarafan tersebut Malaysia berada di belakang Singapura, Vietnam, dan Thailand dengan mata yang diperolehi bagi matematik sebanyak 421 mata, 398 mata bagi membaca, dan 420 mata bagi sains.

Purata mata bagi ketiga-tiga aspek yang dinilai itu adalah 494 (matematik), 496 (membaca) dan 501 (sains).

Menurut Rafizi, beliau menerima penjelasan rasmi Kementerian Pendidikan yang menggariskan sebab kecorotan itu.

Alasan diberikan adalah sikap murid yang menganggap penilaian itu tidak serius, format soalan teks panjang yang memerlukan pemahaman, terjemahan dan refleksi dengan kehidupan sebenar dan keutamaan guru untuk menghabiskan sukatan pelajaran berbanding menerapkan pemahaman konsep kepada pelajar.

"Kelemahan-kelemahan ini tidak boleh disalahkan kepada guru atau murid kerana mereka adalah sebahagian dari budaya pendidikan yang dibentuk melalui dasar-dasar yang mementingkan keputusan peperiksaan semata-mata, tidak memberi ruang kepada percambahan fikiran yang berbeza dan sistem imbuhan atau naik pangkat yang membuka ruang kepada budaya membodek," katanya.

Justeru beliau menggesa agar sukatan mata pelajaran diubah bagi memberi penekanan kepada pemahaman konsep serta menggantung sistem Penilaian Berasaskan Sekolah (PBS) bagi meneliti masalah-masalah sistem pendidikan.
