KUALA LUMPUR, 24 Sept (Bernama) -- Wakaf merupakan bahagian yang terpinggir

dalam sistem kewangan Islam Malaysia meskipun negara menjadi peneraju pasaran

dengan pelbagai produk dan perkhidmatan canggih.

Ketua Pegawai Eksekutif CIMB Islamic Bank Badlisyah Abd Ghani berkata:

"Malaysia mempunyai daripada produk simpanan paling mudah hinggalah kepada sukuk

serta banyak produk canggih bagi pelabur institusi, pelanggan korporat, usahawan

kecil dan sederhana dan individu.

"(Tetapi) apa yang tidak ada dalam pasaran hari ini ialah wakaf secara

komersial," katanya kepada pemberita di luar Forum Kewangan Islam Kuala Lumpur

Ke-10 (KLIFF 2013) di sini, hari ini.

Wakaf ialah amalan menyerahkan harta wakaf kepada pihak pentadbir bagi

tujuan amal dan kepentingan umum.

Badlisyah berkata untuk menempatkan wakaf dalam pasaran kewangan, perlu ada

rangka kerja undang-undang yang kondusif yang akan membolehkan pemerbadanannya

dengan secara efektif.

"Jika kita ada undang-undang ini, kelaknya, wakaf boleh menjadi komponen

pasaran kewangan Islam yang lebih besar, seperti di era kegemilangan tamadun

peradaban Islam sebelum ini," katanya.

Badlisyah berkata bagi membentuk rangka kerja undang-undang itu, perlu ada

dialog antara kerajaan persekutuan dan negeri kerana undang-undang berkaitan

wakaf ketika ini berada di bawah bidang kuasa majlis agama Islam negeri.

Dalam ucapan pembukaannya beliau berkata rangka kerja undang-undang bagi

wakaf sekarang tidak membolehkan percambahan wakaf dalam semua bidang ekonomi.

Dalam sesi tengah hari, Badlisyah menggesa kerajaan menyediakan insentif

dalam Belanjawan 2014 untuk menggalakkan peserta industri menyenaraikan sukuk di

Bursa Malaysia, satu langkah yang akan mengukuhkan lagi pasaran sukuk.

"Sudah tentu, ini perlu disemak semula dan dikaji oleh Bursa Malaysia dan

Suruhanjaya Sekuriti dari segi daya majunya tetapi kelaknya, ia mewujudkan

komunikasi yang baik ke seluruh dunia bahawa pasaran di Malaysia penting kerana

ia berada dalam domain awam," katanya.

Badlisyah berkata, sebagai contoh, di London Stock Exchange, mereka

mempunyai sukuk bernilai beberapa bilion dolar yang disenaraikan di bursa itu,

dan oleh itu mereka mendakwa mereka merupakan satu daripada pasaran sukuk

terbesar di dunia, meskipun sesetengah daripada sukuk ini diterbitkan di luar

London.

"Ia adalah sama di Malaysia. Kita telahpun mempunyai bilangan sukuk terbesar

di dunia, tetapi ia hanya tidak disenaraikan dan tidak berada dalam domain

awam," katanya.

Dengan penyenaraian sukuk, ia akan menggalakkan lebih banyak dagangan sukuk

oleh individu dan jumpaan harga juga lebih baik kerana ia tersedia kepada umum,

membawa kepada pasaran sukuk yang lebih rancak.
